Check in bookstores. There are a lot of travel guides for Cebu in there since it is a tourist spot. As for the hotels, some guides also list some. Your best bet at info on Cebu travel stuff (places to stay, eat, what to do and see, etc.) is the Lonely Planet Philippine edition. Grab a copy and start reading it. More informative than any Cebu website I've checked out. Plus it includes tips on how not to get scammed and stuff to avoid, which they never mention in websites promoting the place.
